A Rochester, New York, couple has been charged with second-degree murder in the death of their two-year-old son following a Rochester Police Department investigation that found evidence of repeated physical abuse, including bite marks and bruises.
Isaiah Velez, also known as Isaiah Jones, was found unresponsive when police responded to 1630 Dewey Avenue on May 10. Fire personnel and an ambulance were already on scene when officers arrived, having been called for an unrelated reason. Isaiah was taken to Rochester General Hospital in critical condition. He later died on May 18.
The Monroe County Medical Examiner ruled his death a homicide caused by complications from non-accidental blunt force injuries to the head that caused bleeding in the brain.
The examination further revealed evidence of prior non-accidental trauma to the child’s body. Investigators noted “prolonged physical abuse” and said the couple physically abused Isaiah between May 8 and May 10. They are also accused of delaying and denying medical care after he was injured.
Captain Frank Umbrino with RPD’s Major Crimes Section revealed, “There was some bruising and other things that the doctors and hospital staff recognized on the child, and they called us right away.” He pointed out, “I’m certain [the abuse] was going on longer, but at this point we know from May on.”
Isaiah’s mother, India Duncan, 25, and her partner, Joshua Velez, 30, were arrested and charged with second-degree murder in connection with his death. The investigation remains ongoing.
Monroe County is conducting an internal review of its child welfare protocols and procedures after the child’s death. Their Department of Human Services has requested assistance from the New York State Office of Children and Family Services in conducting the review.

The county released a statement, “Given the seriousness of this case, we have also asked NYOCFS to assist in our review of protocols and procedures to ensure Monroe County is doing everything in our power to protect the health, safety, and well-being of children in our community. We share the public’s concern and the community’s demand for accountability and transparency.”
Officials have not confirmed whether Child Protective Services was already involved in the case.
The New York State Office of Children and Family Services has not commented further on the case.
