A Texas police officer threatened to write a ticket to a former police officer, David Grisham, for “offensive speech.” She was given a reality check by the department, as well as the netizens. She told the former officer turned street evangelist, “If someone is offended by your talking, then we have a problem. If they are offended by your speech, I will write you a ticket, and we’ll go from there.”
Grisham asked her for clarification. “Wait, you’re going to ticket us for offensive speech?”
She replied, “Yes. Absolutely.” She added she’ll ticket them for disorderly conduct, and Grisham calmly tried to explain to her that there was no disorderly conduct involved.

As a result of this dispute, the former officer and street preacher filed a lawsuit against the Fort Worth Police Department. The police officer did not write him a ticket for offensive speech, but she did cite him for unreasonable noise.
The police department also responded after the video went viral. After looking at the evidence, they would be training officers again on the First Amendment. A Fort Worth PD spokesman stated, “They will give officers and new trainees refresher training on First Amendment protections for protestors and public speech.” Meanwhile, the former officer’s attorney argued that a decibel test wasn’t performed to check if they were being loud, and the citation should be immediately dismissed.
The video of the verbal disagreement has over 1 million views on X. Many viewers could not believe how the police officer was verbally attacking the retired officer. One user tagged the police department and asked, “@fortworthpd WTH is wrong with your department? This is getting embarrassing, how many times I keep seeing my local PD demonstrating how pathetically trained these officers are on the most basic of rights.”
Agreed. Threatening to ticket street preachers for “offensive” speech is a flat violation of the First Amendment. That’s not a judgment call an officer gets to make. Her supervisors owe the public an explanation.
