Ketorian Cooper, a 19-year-old resident of Athens, Georgia, was shot on the afternoon of September 23, 2021, in the breezeway of a local apartment complex on Hickman Drive. When officers arrived, they found Cooper with a gunshot wound to the head and rushed him to the hospital, where he later died from his injuries.
The following investigation relied heavily on witnesses at the scene. Cooper’s girlfriend, who was present, was pulled aside by officers who identified one of the suspects as ‘Bill,’ a nickname for Quatravis Hull, then 15 years old, who lived in the same complex.
Two other women who were present led police to believe that Hull had been the shooter. Neighbors confirmed there were two suspects, including David Devon Richard, then 21, involved in the shooting and helped with the direction in which they had fled.
While no video footage of the shooting was found, police obtained security footage that prominently captured the two suspects. According to Athens-Clarke County Police Lt. Shaun Barnett, Cooper and Richard had been involved in a physical altercation several months before the shooting.
During the investigation, it was learned that it was Richard, not Hull, who pulled the trigger, while Hull and Cooper were physically wrestling on the ground. According to Classic City News, which cited the police, bad blood between Richard and Cooper had motivated the attack.
Both the suspects were indicted on charges of malice and felony murder, aggravated assault, and possession of a firearm during the commission of a felony. Juvenile Hull was ultimately sentenced to 15 years, with the first five years in prison, and was told to register himself as a sex offender. Richard’s case was reportedly still pending at the time of Hull’s sentencing.
A video compiled from police bodycam footage and interrogation recordings was uploaded to the YouTube channel Open Case, drawing extensive comments from viewers. A viewer wrote, “They act all big like gangsters but crumble when faced with the prospect of rotting in jail. If I were the judge, they’d spend the rest of their miserable lives in prison.” Another added, “How can a 15-year-old get a gun? I’m from Australia; it’s illegal to own a firearm, but a kid having a gun, a recipe for disaster. He’s crying because he knows he’s in trouble.” A third commentator noted, “They wannabe gangsters and killers, but then when they get held accountable for their crimes, they cry like babies.”
