A California man was arrested on July 17 over allegations of s*xually abusing children, including three girls and a boy. He had fostered over 90 children over more than two decades.

According to Riverside police, Edward Sepulveda is a 68-year-old longtime resident of Moreno Valley. He was booked into the Robert Presley Detention Center on over 10 counts for various s*xual assault charges against the minor victims. He is in custody with his bail set at $1 million.

The alleged abuse spanned from 1998 through at least 2013, covering nearly two decades.

The abuse came to light on September 24, 2025. Riverside Police’s Sexual Assault/Child Abuse Unit responded to a report of historical s*xual abuse involving a child victim, according to a police statement issued on Wednesday, August 19. Sepulveda was identified as the suspect.

During the investigation, detectives also identified three additional victims. This brought the total to four active cases involving both boys and girls.

Sepulveda is said to have fostered about 90 children over the years. The abuse allegedly took place at his home on the 600 block of Highlander Drive in Riverside and several other locations in Moreno Valley.

A source told The Post the victims were “on the younger side,” with some even under the age of 10.

“It’s an unfortunate situation because you have these foster kids that are really seeking help, guidance, support from who is potentially their foster parent. Unfortunately, Mr. Sepulveda took advantage of that,” Riverside Police Detective Steven Espinosa said.

“It takes some time for some of these victims to come forward and grab the strength to do so, and so we’re glad that she did,” said Espinosa.

Sepulveda was said to have married when the abuse occurred. Authorities interviewed his wife as part of the investigation. They have not revealed whether she is seen as a person of interest or was involved in the abuse.

Sepulveda is set to appear in court on December 9 at the Riverside Hall of Justice in California.

Officers believe there may be additional victims. They have urged anyone harmed by Sepulveda or with information about the case to contact Officer B. Vera at (951) 353-7945.

They are working with Child Protective Services to track down all former foster children.
