Four Oakland Cops Fired In Wake Of Sex Scandal Involving Underage Prostitute

A dozen Bay Area cops will face disciplinary action for their involvement in a shocking sex scandal involving an underage prostitute, as reported by Daily News. Four of the officers have been fired, according to officials.

The Oakland Police Department is now caught in a rigorous investigation that implicates as many as 30 cops for having sex with a then-underage Celeste Guap. Guap is now 19 years old.

The young woman said it all began when she was 17-years-old and had a romantic relationship with OPD officer Brendan O’Brien, whom she said had saved her from a dangerous pimp, according to CNN.

“He saved me when I was 17,” Guap told CNN in a phone conversation. “Instead of taking me to jail, we just kind of started something there, you know.”

Before long, O’Brien introduced her to other officers, who later became their customers, according to Guap.

Guap revealed that she had sexual contact with at least four officers before she turned 18. She added that she agreed to some of the sex acts in exchange for not getting arrested.

A fuming and visibly embarrassed Oakland mayor announced the details of the disciplinary actions at a press conference held Wednesday afternoon.

“I am deeply sorry for the harm this scandal has caused, particularly to community trust,” Mayor Libby Schaaf said.

In a lengthy Facebook post published Wednesday, Schaaf outlined the “rigorous” scope of the investigation that concluded “after hundreds of hours of interviews” and reviews of over “78,000 pages of social media postings and 28,000 text messages.”

While the Oakland mayor did not mention the names of any of the officers, she said that four have been fired for attempted sexual assault, performing lewd conduct in public, and assisting in the crime of prostitution.

Seven other officers were suspended without pay for not reporting a violation of law and using law enforcement date for personal purposes.

Another cop was ordered by the city of Oakland to attend counseling and training classes for bringing disrepute to the police department.

Mayor Schaaf previously made scathing comments about the Oakland police force, comparing the department to a frat house. She also pinned the blame on “toxic macho culture” within the department and vowed to get rid of it.

“I am here to run a police department, not a frat house,” she said at a June press conference.

Since the scandal came to light in May, the department has gone through three chiefs in 10 days.

Interim Chief Ben Fairow, who replaced Chief Sean Whent in the wake of the sexual misconduct scandal, was fired by Schaaf in June after she received information that made her question his ability to lead the department. He was replaced by Paul Figueroa, who tendered his resignation to Schaaf the following week. Schaaf did not reveal why he resigned.

“I’m hoping to not have to fire anyone else anytime soon,” Schaaf joked in response to a question from a reporter.

The scandal the Oakland Police Department took a turn for the worse when another scandal, this time involving racist text messages between officers, emerged.

While the racist text scandal was “not as widespread” as the sexual misconduct scandal, the department went ahead with the investigation.

The Alameda County district attorney’s office has conducted a thorough investigation into the department, but formal charges are still pending.

Schaaf asked the local community for patience Wednesday as several public offices take the necessary steps in prosecuting the offending officers.

“We care deeply about this community and its officers and believe that the outcomes in this case will root out misconduct, encourage a culture of transparency and continue the work of restoring trust,” she said.
