The focus needs to remain on her and do whatever is needed to help her recover and get to a "normal", healthy life. The problem with focusing on punishment is it doesn't help the victim in the least. We need to focus our energy and money on the victim. The little girl has started life well behind the 8-ball and it isn't getting much better. I've seen what happens to kids in DSS/CPS care and it's not pretty. They are underfunded and understaffed to the point where they actually lose children in the system.
