Boy Chained And Forced To Wear Dead Chicken, Sues Abusive Parents And State Social Services

A 15-year-old boy is suing his foster parents for chaining him to the front porch and making him wear a dead chicken around his neck, the New York Daily News is reporting.

The North Carolina boy’s adopted parents, ex-social worker Wanda Sue Larson and former emergency room nurse Dorian Harper, allegedly abused him repeatedly. Larson’s co-workers refused to check on the couple occasionally and did not know they were abusing the boy and poorly supervising their other foster children.

The boy, who was 11 at that time, was subjected to numerous abuses. Apart from being chained to the porch and wearing a dead chicken around his neck, his face was burned with electrical wires and he was made to sleep on a floor riddled with animal feces, courtesy of the 11 dogs that lived in the home.

The boy, who is being called Michael, said he was beaten, starved, and made to sleep bound in handcuffs. The traumatized boy said he was hardly allowed to take his bath, adding that the house was infested with fleas because of the animals that lived with them. He had his fingers broken with a set of pliers, which caused his hand to be infected. He was also found with a broken wrist.

He had been living with Larson, 60, and her boyfriend, Harper, also 60. The former social worker had blamed the abuse solely on her boyfriend. She was sentenced to 17 months in jail in 2015 after agreeing to four counts of child abuse. She has since been released.

Her 60-year-old boyfriend was sentenced to 10 and half years in prison for assault with a deadly weapon, maiming, and intentional child abuse inflicting serious injury. Despite the boy admitting he feared for his life when he was in the care of the couple, Larson, who spent less than two years in jail, is still allowed to live in the same county as the boy.

Michael is suing the couple and the Union County officials who allowed him to stay with the couple. It is not clear at this point how the young boy plans to pursue his lawsuit as his identity is being protected. The boy had been put in the care of the abusive couple in 2005. He had been staying with an aunt after he was separated from his mother who moved to another state.

According to the Daily Mail, the boy’s mother had tried to get custody of the boy when she heard he had been taken away from her family. Larson pulled strings and told authorities that the boy had developed a strong bond with her and insisted that he keep living with her. On the other hand, she had told Michael that his biological mother was too sick to take care of him. According to the 15-year-old, Larson told him that he was the reason why his mother was in the hospital.

“She’d say ‘Your mom is in hospital. She’s there because of your behavior. You’re killing her.”

The boy was rescued in November of 2013 by deputies. The boy revealed that the officers discovered him chained outside the residence and found it incredulous that he had been subjected to such inhumane treatment because his foster parents did not want him to run away.

This is not the first time that foster parents have abused the children placed under their care. According to the Inquisitr, two Texas adults were arrested for locking seven children up in a closet and using them to make money. A child had died in their care in 2011.

No charges were filed.

They are presently being held on charges of kidnapping, with bail set at $100,000.
