Foster Dad Accused Of Raping Children And Dog


A New York foster dad has been arrested on a variety of horrifying charges, after authorities said he committed sexual crimes against numerous children and a female dog. CBS News reports that 59-year-old Cesar Gonzalez-Mugaburu may face the rest of his life in prison if convicted of the charges stacked against him.

Authorities say that the man has served as a foster parent for more than 100 children over the span of two decades. Over this span of time he is believed to had sexually abused numerous young victims — some younger than 8-years-old. He is being charged with various crimes associated with the abuse of seven of the presumed victims. A 17-page indictment details that the statute of limitation has passed on some of the other believed victims, making it hard for justice to be sought for more than the seven current alleged victims.

CBS New York 2 News reports that the alleged victims lived in a “house of horrors” under the captivity of their foster dad. All of the children who lived in the home with the New York man were males with special needs, making the circumstances of the allegations against him all the more horrifying. During the course of the 19 years that he lived as a foster parent, he earned nearly $20,000 per month. Meanwhile, neighbors of the so called “house of horrors,” claim that they’ve seen at least one child rummaging for food in the garbage outside the home.

Prosecutors say that the alleged victims have come forward with a host of claims against their former foster dad. Emotional and physical abuse were reportedly “the norm” under his roof, and they also experienced terrifying incidents of sexual abuse. One of the children has even claimed that the man sexually assaulted a female dog in front of the foster kids.

This shocking case has also drawn attention to the authorities who allowed the New York man to serve as a foster parent all these years. While he has no prior record of being arrested, he also has no verifiable employment — something that ordinarily makes it quite difficult to adopt or foster children. Authorities also want to know if the adoption services ever performed welfare checks on the children they had placed in to the man’s care.

Sadly, this isn’t the first time a foster parent has been accused of unthinkable crimes against children. Last year two foster parents in Henry County, Georgia, were arrested in connection to the death of a child in their care. Authorities allege that Jennifer and Joseph Rosenbaum violently assaulted their 2-year-old foster daughter, causing her to suffer internal injuries. These internal injuries ultimately led to the toddler’s death.

In 2013, a couple from North Carolina were arrested after their 11-year-old foster child was found chained and handcuffed to their front porch with a dead chicken draped over his head. The foster parents were accused of cruelty against the child, but their case attracted a lot of attention because one of them was a state social worker.

The New York dad in this latest shocking case was arraigned in court on Friday. He entered a plea of not guilty in the face of the accusations against him. Nonetheless, prosecutors believe they have a concrete case against him since so many alleged victims have come forward with similar claims of horrifying abuse. If he is convicted of the crimes he is accused of committing, he could be sentenced to 50 years of imprisonment, meaning he’d be well over 100 years old before he’s eligible for parole.
