The fatal shooting happened at the Kim Anh Restaurant in New Orleans back in 1995. Officers had been called to the scene of a robbery by someone who had escaped. When officers arrived on the scene, they found fellow officer Antoinette Frank already there. But as the survivor of the shooting told officers her story, it became apparent that it was Antoinette Frank who was responsible for the botched robbery and murders, according to People.

According to Chau Ha, Antoinette Frank—an off-duty cop who moonlighted as a security guard at the restaurant, entered the door using a stolen key. Once she gained entry, the rogue cop shot and killed another off duty police officer, 25-year-old Ronald A. Williams. Chau Ha, watched in horror as siblings Cuong Vu, 17, and Ha Vu, 24, begged for their lives as Antoinette Frank shot and killed them in cold blood. After the attack, Quoc Vu was able to escape and call 911. But Chau Vu was trapped inside where she waited for help to arrive. Instead, she saw Antoinette Frank returning to the scene to make sure that every one had perished in the attack. But just before Antoinette Frank was able to kill her last victim, police investigators arrived on the scene to save her.

Frank was apprehended, along with alleged accomplice, Rogers Lacaze. Authorities believe the motive was jealousy because Antoinette Frank believed that fellow cop Ronny Williams was receiving all of the hours and all of the pay.

Antoinette Frank was a slender young woman who many men found attractive. For as long as she could remember, she wanted to be a police officer. Antoinette finally got the chance to live out her lifelong dream of being a cop when she returned to New Orleans. A psychological test indicated that Frank was a true psychopath who had no empathy for her victims.

Ronny Williams was a tall, confident young man who was excited to be making a difference in the community. His mother had always feared that harm would come to her son while in that line of work. 1995’s New Orleans was a hell hole that saw corruption and violence on every level. The Vu family hired the off duty cops, so they could feel safe. They had no idea that the person whom they knew as a protector and friend would be the same person to take their lives.

Family and friends of Rogers Lacaze believe that he was a young boy who was being misled by an older, more mature woman. They also do not believe that Lacaze should have been sent to Louisiana’s death row. In 2015, Rogers Lacaze was granted a new trial. According to NOLA, Judge Michael Kirby made the following statement.

“Although I find the evidence of Mr. LaCaze’s actual guilt compelling, he is entitled to a new trial because his trial was afflicted with a structural defect, i.e., the violation of a constitutional right so basic to a fair trial it cannot be treated as a harmless error.”
