Handgun-a-month Law Repealed by Mcdonnell

The handgun-a-month law, which has been in place in Virginia since 1993, was repealed today by Governor Bob McDonnell.

The News Leader reports that several people who lost families members during the Virginia Tech shooting in 2007 met with McDonnell this weekend to try and persuade him to veto the bill.

Andrew Goddard, whose son was wounded during the Virginia Tech shooting, said that Monday’s school shooting in Ohio should have been a reminder to McDonnell about how easy it is already for someone to get a gun. Goddard said:

“They have not learned a damn thing. Here we are watching kids dying in other states, and we’re going to be a purveyor of firearms for other states.”

Lori Haas, whose daughter was injured during the VT shooting, said:

“Getting rid of the one-handgun-a-month law will make it easier for gun traffickers to purchase handguns in bulk. There have been too many tragedies in other states fueled by guns that come from Virginia, and this will only make the situation worse.”

But politicians like Scott Lingamfelter, who sponsored the bill, said that the handgun-a-month law wasn’t effective and wouldn’t have much of an impact on gun trafficking. Lingamfelter said:

“I think Virginians deserve effective laws, and one handgun a month has been overtaken by technology and improved background checks. Criminals don’t go into gun stores, stand there in the bright light, hand over their driver’s license and stand there and wait for the vendor to see if they have a criminal record…. If you really want to get after gun crime, you get after people who use guns illegally.”

    I have 300 guns and never hurt anyone. Why is it everyone has to suffer because of a few bad people. Is it sad others were injured or killed by another absolutely, but those people will do what they intend with or without a gun.

    The bill isn't or wasn't a good idea to begin with. It does nothing to keep the criminals honest and gun free. It really hurts the citizens who enjoy the shooting sports. As this article points out, No criminal is going to go into a gunstore, stand in the bright lights….. I do not see how this law would have prevented any shootings at any school.

To stop any violence you have to deal with the source and that is teaching people it is wrong to kill and hurt others and friends and loved ones of someone who is disturbed enough to commit violent acts should step forward and help that person because there are signs beforehand. Just blaming guns for all violence is silly.

    It is so idiotic to think that repealing this stupid Clinton/Brady era law will cause more gun violence. My only question is 'Why was it still on the books this long?'

    Guns don't kill people,,, just like bottles of beer don't kill people or cars…people that use guns in violent crimes need to be punished that's a given…but when a kid walks into a school with a gun shouldn't the parents be held accountable too. People with stable homes and parents who do whatever is necessary to keep their kids safe and care about other's don't walk into a school or place of business and start shooting people. We live in a society where it is criminally prosecutable to bully or harass someone but father's and mother's are never punished for telling their kids to man up and act like a man. When a kid is in trouble he/she will tell you…maybe not in words but definitely will tell you somehow. There is nothing you have going on that's more important than our kid/s…screw work…or the football game…or your favorite tv show…get off your a$$ and get in your kid's life. It isn't an option…its your damned duty bound priviledge to be a parent.

  8. Padre Twice you are my hero! I own a number of guns too, but nowhere near that many. Funny none of the guns in our gun collections have been used to shoot anybody. Crack down on crime and criminals, not honest people who own guns. To legally purchase a handgun, one has to pass a background check. Criminals do not bother with the legal gun purchase in general(it does happen on rare occasion though). Sadly, in Ohio recently, the gun was stolen from a relative. The unsecured gun issue may come back to haunt him. Why should someone be limited to only one a month? On occasion, a deal may pop up on a handgun that I want to buy. Why should I, a responsible person, be denied a purchase?

    Not only this, but people who already have at least one gun aren't waiting until they have twenty to do something illegal…They are either already doing illegal things (most likely long before they ever HAD a gun) or not.

    People keep trying to focus on the legal gun users/owners, and they often don't consider the criminal and how the criminal can be stopped. Bravo for this Governor who "Gets it".

  15. It's nice to see progress in the states. Now if ALL states would stop limiting our basic rights as Americans. Gun restrictions help criminals maintain an advantage. The police are there in minutes when seconds count. Call 911 and get put into a phone queue or pull out a 1911.45 Cal out of your holster and defend your family.

    have gun will shoot. especially if one is inclined. a 4 year old girl in my neighborhood was accidentally shot and killed while her father was cleaning his gun way back in 1956. my brothers, dad and grandfather were all hunters. I still see no use for them except for law enforcement. a gun free life is sorta safe. a brady law supporter.

    As said in the article, criminals don't buy guns from legal vendors, they buy them from shady shadow figures on the street. Even if they did buy them at the gun store, 1 gun is just as effective as 10 when shooting someone. If you want to stop crime, buy a gun and fight back. If you outlaw guns, only outlaws will have guns.

    Bob McDonnell, the best Governor in Virginia in 50 years! In this economy who has the extra money to buy an arsenal all at once. Opposition to the repeal is laughable. The NRA is in Fairfax, Va for Goodness sake, we should be leading the way…..Thank you NRA and my $33 a year mininum investment to insure freedom.

    Unfortunatly there is a reason to have more then one handgun. There are the ones used for personal defense, competitive shooting, small & large game hunting. I have several handguns and each have a specific purpose.

To the people who don't get it.The Govenor repealed this law because it wasnt working.The only real way to stop gun violence is to inforcw the laws we have.You use a gun to commit a crime goto jail for 10 years no early release.that's on top of the sentence for the crime.Being a felon with a gun 30 years no early release.Allnew laws hurt those of us who obey the existing laws.And sendind cronies to other states to by guns and then take them back to New York like Bloomberg does just so he can tell others what todo should get this piece life in prison as he violates several state and federal laws.

If you're against the number of guns being available to the public, then you should also be agianst any ammunition being sold as well too then, huh?     i think these "killers" you speak of choose guns over any other killing machine because they realize that they have the best chance of doing maximum damage with a gun. if this kid had run into the cafeteria throwing knives at people, they could've easily and quickly gotten out of the way. if he had come in with a cross bow and started shooting, in this case, too, his targets could have easily gotten out of his way (i don't know of a cross bow that can repeatedly fire arrows as fast as ANY gun, but just because i've never heard of it doesn't mean it doesn't exist). finally, if he had walked in determined to strangle as many people to death as possible (with a wire, a rope, or with his bare hands), i suspect he would've gotten his ass beaten half to death.

    the easy availability of guns in this country is a real problem- a HUGE one. the sooner we acknowledge that, the sooner we'll be able to curtail the violence associated with them (guns).

    Get rid of the liberal ass judges and do away with plea bargaining and make any crime involving a gun that causes personal injury to onother person punishable with a life sentence with no chance for parole and it might deter some of the gun using criminals. Of couse there will always be the nut jobs that won't care if they die in prison. Criminals will always be able to get guns on the streets, so put them where they can't get them for the rest of their lives. Can I get an Amen up in here?

Using your "logic"; why do you need more than 1 pair of shoes, or household cutlery, or pants? Being the victim of crime when I was un-armed and armed, I like the outcome of armed any day of the week.

  40. The federally licensed gun dealers in the U.S. have to report more than one handgun transaction to the same buyer in a 7 day period we send this directly to the BATFE. So they have a notice of any potential handgun trafficking as soon as we send it in. So a one handgun a month law only controls the citizens of the state. The federal multiple purchase notice was already in place long before the VT shootings. So it didn't help or prevent that tragedy.

I guess we don't have the fear of them being taken away like the NRA wants to make us believe. They love to portray the Dems in govt as a bunch of gun grabbers. The NRA preys on your fear.   52. One place I would suspect a lot of criminals getting guns is gun shows through the gun show loop hole. You can walk up to any individual that is selling something from his collection, no paperwork pay cash and gone, nobody there ever knows your name. But it doesn't take a gun show for criminals to get their hands on a gun, Best thing to do is get one for yourself and protect yourself.

  56. I live in Massachusetts which is a very un-frendly fire arm state. I had owned fire armes almost my hole life till they changed the laws here and I had to give them away all because I made a fake inspection sticker for my car now I'm a fellon its a joke.

    one day I was attacked in my own house by two men I did not use any of my fire arms to stop them but I did use a knife, got arested and almost got ten years for it but the judge did drop the charges.

    they will let me buy any black powder fire arm pistol or rifle but I cant buy the powder or caps.

    so if your a fire arm owner don't come here. No Mitt Romney you can thank him for that one.

    Guns are a tool nothing more. If it is used for it's intended purpose it is not a problem. Guns don't kill people, people kill people. Cars kill more people every year then guns. Gun control is the ability to use it correctly and safely.

  61. I'am proud to say that my daughter makes a living selling guns and other equiment to police depts. I have nevr seen or heard of a gun killing anyone. Has anyone ever heard of a gun getting up and walking into a school or a bank and causing a problem. NO IT'S THE PERSON WITH THE GUN. Any person who is of sound mind and willing to go through a extended live fire course to show that you can use a gun in a safe maner. Should be allowed to carry a gun ANY where. Iam willing to bet if teachers were allowed to carry conceled guns you wouldn't have school shootings.

  63. Has anyone heard of the Georgia town Kennesaw? They made it mandatory for law abiding heads of households to own a gun and guess what? the crime rate drop tremedously and they had only had only 1 shooting incident in over 25 years.
    Can anyone who opposses legal gun ownership explain why this is possible? OK, I will tell you since you obviously don't know. Since the law went into effect, the criminals were not the only people who had guns, they didn't have an advantage anymore; and I guess that these criminals are afraid of people who can shoot back!

    I agree that the gun dealers won't be effected, but what about the kids that take their parents guns and shoot up the school? Obviously they are not buying on the black market. It's pretty obvious here that McDonnell is reacting to the GOBS AND GOBS of lobbying and campaign contribution money that comes from the NRA and the people who donate to LITERALLY WHOEVER THE RNA SAYS TO GIVE MONEY TOO (regardless of reason).

  67. I own guns too and none of mine have been used to commit a crime. But, the same could be said for the guns that were used in the aforementioned shootings. You really only need one to go on a shooting spree. Multiple guns on hand won't anyone make a criminal. If it did then all gun store owners should be closely monitored and maybe have their movements restricted until they sell out their stock.

This bill and others like it seek to prevent private citizens from using legal maneuvers to obtain large caches of weapons and then turning them over to criminals thru legal maneuvers like gun shows. I own several firearms myself both sporting and for personal protection & have a CCP. I have never bought more than one at a time. I totally believe we need some control that prevents weapons from ending up beyond our borders and being used against US citizens abroad. (just look at fast and furious).

    I'm all for handgun owership and the 2nd Amendment. The problem is too many people buy a handgun and don't get the proper training. That shouldn't be the case you need to get properly trained in the handling of the weapon and the responsiblity that comes with owning one and having it in your place of residence.

  74. My family has almost a dozen guns and we don't shoot up anyone. Criminals are criminals and law abiding citizens are law abiding citizens (who by-the-way are devastated most by gun control). Rick Santorum is so right — family values have degraded to the point that you have these school shootings. Gun control was much more modest way-back-when and kids didn't shoot up their classmates at school. States with the least restrictive gun control after lower violent crime rates per capita. Also, you see that when States adopt things like Conceal-and-Carry, violent crime drops.
    You have to wage war on the offenders themselves. Raise the penalties for violent non-defense offenses with weapons, have a system like the sex offender database for those violent offenders, etc. NOT a database for all registered weapon owners. That's a big no-no.

  79. Cities where you have guns in homes have very low crime compared to the places who limit access..but you need to know how to use them properly and USE them not as a toy. Guns protect you if properly used like the lady in OK this year who killed the intruder who entered her home..police in general do not prevent!   84. I went through two of the best gun safety courses in the world. I started with the Boy Scouts and ended up with serving 12 years in the U.S. Army. Both of these organizations were very strict when it came to gun safety. And guess what, I've never had an accidental shooting or never shot something (or someone) that I didn't want to hit. By the way, I was 12 years old when I took the Boy Scout course, but I learned to shoot from my grandfather when I was 8.

    Mark Walker Hey Mark, There is some truth to what you say regarding the NRA, some. I truly feel that members of congress like pufhiken Chuck Schumer,Dny and many others like him would like nothing more than to re visit the recent interpertation of the 2nd. Amendment. I live in eastern Pa. way too close to NY and have seen first hand their( he and his sidekick mayor doucheberg) disdain for your rights.They sued Some local gun shops here for guns purchased here showing up in Manhattan where a prison sentence awaits ANYONE caught with a gun. The lib dems from The Peoples Republic of NJ are no better. Pa is an anomaly in the northeast and has a proud heritage in favor of "liberal gun Laws". That continued heritage can be, in large part, attributed to help from the NRA. They need to be extreme in their vigilance just as the Libs need to be vigilant in whatever makes you all tick.

    I beleivde that every american should have the right to carry and gun. It is the american right to do so. The people that are the problems are the ones who don't do things the right way. Just stop and think about this for a minute. If there would have been a CCW holder at the schools or churches or anywhere else then some oif the killings could be stopped. It takes on the average about 3 to 5 mins for police officers to arrive on the scene and by that time people are dead. with all the cut backs in lae enforcement it is up to each andc ewwvery one of us to protect our families and each other. He said if New York had gun issues, then let New York handle them. His state of Vermont didn't have issues and is left alone and the feds should stay out. I am 100% with that.     Great. Our 2nd Ammendment needs to be totally enforced in ALL states. Further: I am a part time college teacher, who was a police officer a long time ago. I am not allowed to carry my gun only a couple of places in my state, and no I don';t violate it…one is on campus. Where the "shootings are." Our archaic gun laws should go. American citizen, no criminal record, should be able to buy and carry anywhere. The bad guys have no rules. Maybe if that one teach had a gun…or at Columbine, or VA. If a store posts I can't carry there, I do NOT break the law or a rule, but I do NOT shop there.

Don't you think the VT shooter or ANY other would be shooter give it a strong second thought if they were going to walk into a school or building knowing everyone else was carrying a firearm and knew how to use it?   137. My guess is that there are many unreported incidents where gun owners chased off a criminal or stopped a crime from occurring with the help of their trusty firearm. There would be no incentive to call in and report to law enforcement after the fact. Since this data goes unreported it isn't factored in by the folks who want to take away our guns. I'm not that damned paranoid…And that's exactly what it is, paranoia.The us isn't as safe as, say australia (go there some time and you'll see) but typically, NRA types will have you believe that hundreds of people are killed in their homes daily for want of a gun.
    Truth is, all of the breakins that I've ever heard about were while the homeowners were away. In other words, the person's gun was sitting unprotected in the top of the closet waiting for the burglar to steal it. THAT is where criminals get guns from.
    But just in case, I boiught a german shepard. His bark is deep. Any fool casing my pad for a breakin can see him in my yard… and if they're stupid and try to break in anyhow…the dog will keep them busy while I aim.

I do agree with you to some extent but have you ever tried shooting at something that's shooting at you? I have, it's not easy, you miss a lot more time than you hit. Collateral damage is too much of a risk in churches, schools or other places of assembly.

  164. Ben Bryant I agree, but guns make it too easy for those encounters to be lethal. Personally, even if I had a gun on me, I would prefer to not "fight" with somebody who also had a gun. I would expect to live through a fight with someone who had a knife and I had nothing. I wouldnt expect to live through a fight with someone if they had a gun, even if I had one as well. The destructive capabilities of a gun (by design) are uncomparable to anything else somebody would try to kill someone else with. Of course there are more destructive weapons, but none anywhere near as common among everyday people. And no other typical murder weapon has the sole purpose of killing.
