Two officials told Reuters that President Donald Trump could soon sign an executive order that would assess the intelligence needs of the country and might result in the reopening of C.I.A. black sites. C.I.A. black sites were said to be akin to secret prisons, where terror suspects would be detained, interrogated and tortured on foreign soil. Black Sites such as the suspected military site in Poland could be opened again. The executive order calls for a review of intelligence needs and whether these sites could be used again. A draft of the executive order was obtained by The Washington Post, however White House Press Secretary Sean Spicer denied any knowledge of the report.
