‘Vice’ Mayor William Blakely Allegedly Went On Joy Rides With His Junk Hanging Out

Kingsport, TN — William Blakely, the former vice mayor of Mount Carmel, Tennessee, allegedly had a unique form of constituent outreach.

Police and witnesses claim that he drove around town and exposed his genitals to women over a period of three or four years. The harassed and/or terrorized victims allegedly ranged in age from 16 to 65. One media outlet referred to Blakely’s alleged misconduct as “drive-by masturbation.”

In a preliminary hearing, one witness testified about Blakely’s alleged indecent acts as follows: “At over 90 miles per hour, he had his penis out [the window]… he was masturbating… and that’s when it got really, really bad. I wouldn’t look over any more, and I wrote his tag number down on my hand, which I believe he noticed, and he exited very quickly.” Apparently the mayor would drive along side the victims and start waving and/or honking to get their attention before he got down to business.

The license plate number finally led to his arrest.

The former mayor faces charges of indecent exposure and reckless endangerment, criminal attempt to commit aggravated assault, and reckless driving from the testimony of three witnesses in court. The cases will be forwarded to a grand jury for a June 14 court date. Additional charges against Blakely are apparently forthcoming as more witnesses come forward.

Detective Terry Christian commended the first group of victims for overcoming their embarrassment to come forward: “It’s important to make that report because if you don’t, they’re gonna feel that they can continue that offense and continue victimizing more females. And that might be your best friend, your daughter, your mother, your aunt, your niece. And you need to make that report because that’s what’s going to eventually stop that type of behavior.”

Blakely became vice mayor in 2010 and stepped down in June 2011.
