			<content:encoded><![CDATA[<p>CCTV cameras are being used throughout the world in an attempt to increase public safety.  The debate is still out as to whether  they actually reduce crime.  Authorities always argue they are only used to monitor crime, while civil libertarians argue they are an invasion of privacy.  This video is a good argument for the latter.</p>
<p>The footage is from a surveillance camera at a Shanghai subway station and has caused outrage across the internet in China.  You don&#8217;t need to be a linguist to guess what they are saying.</p>
