<p>Using the argument that if this new vetting and barring scheme being handled by the Independent Safeguarding Authority of the Home Office even saves one child from the hands of a pedophile it is&#160; worth it.</p>
<p>The program will see anyone even remotely involved with children having to be registered by the ISA after being subjected to what some are calling some of the most unprecedented delving into a person’s background and private lives. As well they will be subject to on-going monitoring.</p>
<p>Those that will be required by law to register or face fines of up to £5,000 include</p>
<ul>
<li><font face="Arial">parents volunteering to transport children for club events or sports – this includes things like the Scouts</font> </li>
<li><font face="Arial">300,000 school governors</font> </li>
<li>all the doctors </li>
<li>all the nurses </li>
<li>all the dentists </li>
<li>all the teachers </li>
<li>all the prison workers </li>
</ul>
<blockquote><p>From November next year workers taking new jobs which qualify for the scheme must be registered. Any activity which involves contact with children or vulnerable adults three times in a one-month period, every month, or once overnight, qualifies, as do jobs in specified places such as <a href="http://www.guardian.co.uk/education/schools">schools</a>, prisons and children&#8217;s homes.</p>

<p>All I can say is beware the unintended consequences of something like but given England’s already high disregard for the individual this comes as no surprise.</p>

<p>The future of intelligent children’s television programming just became significantly darker, and it truly saddens me &#8211; <a href="http://en.wikipedia.org/wiki/Reading_Rainbow">“Reading Rainbow”</a>, a staple of both PBS and bright children nationwide, <a href="http://www.examiner.com/x-9626-Childrens-Entertainment-Examiner~y2009m9d5-PBS-KIDS-Reading-Rainbow-turns-its-last-page">has been canceled</a> after a wonderful run of 26 years.</p>
<p>I grew up, as a child of the late 80’s, with <a href="http://en.wikipedia.org/wiki/Mister_Rogers%27_Neighborhood">“Mister Rogers’ Neighborhood”</a>, “Reading Rainbow”, and <a href="http://en.wikipedia.org/wiki/Sesame_Street">“Sesame Street”</a>, all of which significantly influenced my life for the better, but only one remains.  My childhood was full of thought, imagination, and mental stimulation – there was no <a href="http://en.wikipedia.org/wiki/Dora_the_Explorer">“Dora the Explorer”</a> or <a href="http://en.wikipedia.org/wiki/Blue%27s_Clues">“Blue’s Clues”</a> (neither of which even begin to compare), and <a href="http://en.wikipedia.org/wiki/Barney_&amp;_Friends">“Barney and Friends”</a> came a bit too late to be relevant.</p>
<p>It was through these three television programs, along with my parents, that my early-childhood intellectual interests were initially developed, quickly becoming a lifelong obsession with reading.  I was often read to as a child, and always had an active (some might say overactive) imagination, but it was the efforts of <a href="http://en.wikipedia.org/wiki/Fred_Rogers">Fred Rogers</a> and <a href="http://en.wikipedia.org/wiki/LeVar_Burton">LeVar Burton</a> that helped to internalize reading and imagination as valued character traits.</p>
<p>“Mister Rogers’” was a program, shown on PBS for 31 years, devoted to teaching sharing with others, the importance of imagination, and assisted in defining the real world to entire generations of children through the use of fantasy lands, monologues, and colorful puppets.  Through his half-hour interactions with his young audience, the beloved Fred Rogers managed to address difficult topics without appearing false, while also showing the clear demarcations between fantasy and reality.  He encouraged the use of imagination in everyday life, and very clearly showed how it could be both enriching and entertaining – a powerful message for children who often feel a strong need to “be normal” and “fit in”.</p>
<p>Another PBS flagship program, “Reading Rainbow”, was similar in audience, but different in intent:  where “Mister Rogers’” encouraged children to think and imagine, LeVar Burton was the voice for the pleasure of reading.  Books were read on the program by celebrities, reviews were given by other children, library trips were encouraged, and relevant workplaces were featured – all with a heavy emphasis on not only reading, but reading for personal pleasure.  Burton’s voice and presence was of a comforting, familiar nature, not altogether different from Fred Rogers’, and many children over its 26 year history came to see him as a relatable figure in their lives that told them reading was both fun and &#8220;cool&#8221;.</p>
<p>The death of Fred Rogers in 2003 was a sad experience that dredged up memories of early childhood I didn’t even know I had, and I discovered I was still fond of the man and his commitment to well-rounded children.  The recent cancellation of “Reading Rainbow”, due to a lack of funding, is no different:  I knew intellectually that the show existed no longer, but it was not until I <a href="http://www.npr.org/templates/story/story.php?storyId=112679753&amp;ps=cprs">heard LeVar on NPR’s “Talk of the Nation”</a> that I discovered how truly devastated I felt by the loss of such a cornerstone of my childhood.</p>
<p>While “Sesame Street” is more focused on learning, even in today’s watered-down version, “Reading Rainbow” and “Mister Rogers’ Neighborhood” were yesterday’s key to building a child’s interest in reading, fostering imagination, and encouraging children to be comfortable with themselves – a niche that has yet to be filled by other programs, and likely won’t be for some time.  The discovery of reading for pleasure is something that should not be left to chance, nor should the fostering of imagination.</p>
<p>Books, as many readers quickly discover, have qualities that cannot be found in other mediums:  for every mood, for every interest, for every purpose, books are there.  Books have the ability to stir up emotions, build escapist fantasies, or inform, and they are always available &#8211; like a best friend that’s only around when you need or want them.  Combined with the power of immersive imagination, the power of reading, at any level, can be a truly moving, personal, and influential experience.</p>
<p>It is truly sad that in an age dominated by both violent and mindnumbing entertainment, the fostering of children’s mental stimulation is no longer a central focus of attention.  <a href="http://en.wikipedia.org/wiki/Power_Rangers">“Power Rangers”</a>, <a href="http://en.wikipedia.org/wiki/Pok%C3%A9mon_%28anime%29">“Pokemon”</a>, and <a href="http://en.wikipedia.org/wiki/Wizards_of_Waverly_Place">“Wizards of Waverly Place”</a> absolutely do not inspire their viewers to greater heights, nor will such programs ever elicit higher-order behavior.  The void left by the death of two of the most influential television programs in all of history, and the castration of their puppeteering brethren, will be felt for years to come – neither children nor parents may realize what is missing from their lives, but those of us who grew up with Mister Rogers asking “won’t you be my neighbor?” and LeVar Burton’s promise of “I’ll see you next time” will know.</p>
<p>The saddest, most emotionally catastrophic realization of all is that my children will never know “Mister Rogers’ Neighborhood” or “Reading Rainbow” &#8211; instead, they may grow up with colorful, singing, robot-fighting, Spanish-speaking dinosaur-based television shows that have no intellectual value.</p>

<p>Parents generally try to do the right thing when it comes to the amount of time their children spend on the web. They do everything they can to try and make it a safe experience even when it means installing software to monitor their children’s actions while surfing and chatting.</p>
<p>Because of that concern there are many companies who market all kinds of software to concerned parents wit the promise that it will make them feel better about a child’s time spent online. Generally companies like Symantec, McAfee and others like CyberPatrol treat much of what they track as confidential information between them, their software and the parents who install it.</p>
<p>Unfortunately not all companies have the same moral and ethical foundation. Software sold under the Sentry and FamilySafe brands of software, have been discovered to have been selling collected data to businesses looking for ways to better tailor their sales pitches to children. They do this by monitoring the children’s private chats on service like Yahoo, MSN, AOL and other services for conversations about movies, music and games.</p>
<blockquote><p>The software brands in question are developed by EchoMetrix Inc., a company based in Syosset, N.Y.</p>
<p>In June, EchoMetrix unveiled a separate data-mining service called Pulse that taps into the data gathered by Sentry software to give businesses a glimpse of youth chatter online. While other services read publicly available teen chatter, Pulse also can read private chats. It gathers information from instant messages, blogs, social networking sites, forums and chat rooms.</p>
<p>EchoMetrix CEO Jeff Greene said the company complies with U.S. privacy laws and does not collect any identifiable information.</p>
<p>&quot;We never know the name of the kid — it&#8217;s bobby37 on the house computer,&quot; Greene said.</p>
<p>What Pulse will reveal is how &quot;bobby37&quot; and other teens feel about upcoming movies, computer games or clothing trends. Such information can help advertisers craft their marketing messages as buzz builds about a product.</p>

<p>One of the hot topics in the whole ‘green’ movement is the idea of turning city rooftops into living green spaces with everything from gardens growing vegetables to small parks. In New York this challenge is being taken up by the most unlikely of groups of people – the homeless kids that live in the city.</p>
<p>At-risk teens who live at Covenant House, a homeless shelter in New York, have decided that they want to make a change in the city they call home and have set about to create a citywide “skyscraper garden” across Manhattan. A roof of a nine-story building in midtown Manhattan is their first project that they have completed and was done in collaboration with Seeding the City.</p>
<p>Through the program they will be water and tending the seedlings that will be planted on other roofs around the city. the hope is that by the time they are done they will have help to create a rooftop garden that is spread across the whole city.</p>

<p>As concern over the rising number of children who are obese many researchers are trying to find ways to keep track of how active children really are. In one recent study done by the Mile End Center for Sports and Exercise in east London decided to attach pedometers to the children involved in the study.</p>
<p>The idea was to be able to gauge how active the children by automatically counting how many steps they walked and ran. In the beginning they were quite enthused by the results of the 200 hundred students involved in the study. That was until they discovered that the kids had found a unique way to cheat the test results.</p>
<p>It appears that a majority of the children were attaching the pedometers to their dog’s collars.</p>
<blockquote><p>The pilot study in Whitechapel required 11 and 12-year-olds to clip a pedometer to their waists, with researchers at the centre collecting the readings by satellite. </p>
<p>&quot;But after a week we found there were some kids who were extremely active but still obese,&quot; said Professor Maffulli. </p>
<p>It was &quot;not unheard of&quot; for participants in previous studies to manipulate the readings of pedometers, he added.</p>

<p>Typically when we talk about men and blogging the first thing that comes to mind are tech or politics. When we talk about women and blogging we generally think of politics and their stronghold – mommy-blogging. As a growing force in the blogosphere mommy-bloggers are a group to be reckoned with, as more than a few companies have discovered much to their dismay. I would dare to say that more than one marketing firm team has had nightmares at the launch of some new product that for whatever reason raises the ire of the mommy-bloggers.</p>
<p>It isn’t all bad though as the whole mommy-blogger movement has been one of empowerment for a group of women who felt under appreciated or just ignored. Where at one time a single woman’s voice might never have been heard past her corner store or closest friends the blogosphere has given them a worldwide voice that is hard to ignore.</p>
<p>Then along comes the recession and many men, formerly the breadwinner of the family, found themselves unemployed and with dismal prospects. then came the time for many of these families where the wife was lucky enough to land a job to see them through the difficult times and the men were suddenly thrust full force into unfamiliar territory. They became part of a growing number of stay-at-home dads, responsible for the care of the children and the upkeep of the home.</p>
<p>For a growing number of these men the change was hard to take, or understand. Suddenly we started to see a growing popularity of daddy-blogs, both as a valuable resource and as an outlet for those new stay-at-home dads who started writing them.</p>
<blockquote><p>That&#8217;s when Clark Kent&#8217;s Lunchbox, the blog he started in June, 2007, evolved into a chronicle of his new life as a stay-at-home dad. </p>
<p>“You&#8217;re used to networking within your profession and now you&#8217;re isolated at home. There&#8217;s nobody there except for two kids and you&#8217;re breaking up fights, you&#8217;re doing laundry and you&#8217;re finding Barbie doll heads clogging up the toilet,” he says. “It&#8217;s completely unglamorous, but you can&#8217;t sit there and pout about it. … There are a lot of guys out there trying to understand that and trying to reconcile that new role.” </p>

<p>For many men finding themselves in this new world these daddy-blogs hare a much needed resource that helps them come to grips with their new lifestyle, a common meeting ground. For others who start their own daddy-blogs it is a way to help other men by providing advice or just a way to say “I understand what you are going through”.</p>
<blockquote><p>The rise of daddy blogs, especially as a resource for men trying to cope with the way the economy has affected their families, is a step in the right direction for giving stay-at-home fathers more confidence and community, says Andrea Doucet, author of the book <i>Do Men Mother? Fatherhood, Care and Domestic Responsibility</i> and a professor of sociology at Carleton University in Ottawa. </p>
<p>Though there are more stay-at-home dads now, men are not as likely to join neighbourhood parenting groups, still dominated by moms. Cyberspace makes it easier to reach out to other men, she says. </p>
<p>“[Dads] are less likely to go to the infant groups and the toddler groups and the playgroups. That is changing. … But technology is something men feel very comfortable using and being part of, so it makes sense that they would feel comfortable connecting with other men that way.” </p>
<p>The Web offers distance and anonymity to fathers who may want to keep their anxieties separate from their day-to-day lives, thus transforming other daddy bloggers into advice gurus by proxy. </p>

<p>Whether or not the growing number of daddy-bloggers will ever reach the same type of social media power that mommy-bloggers seem to have built up remains to be seen. In the end it may not matter as these two different types of “family blogging” server different purposes. Where mommy-bloggers are comfortable with what they are achieving both as mothers and as social changers the men seem to look on it as a temporary way station between jobs. As Ron Mattocks said in the <a href="http://www.theglobeandmail.com/life/family-and-relationships/daddys-lost-his-job-now-hes-got-a-blog/article1180495/">Globe and Mail article written by Sara Boesveld</a></p>
<blockquote><p>And like many laid-off dads, Mr. Mattocks doesn&#8217;t plan to be housebound for long. He recently received accreditation for becoming a high-school English teacher and is looking for jobs in the Chicago area to be near his three biological sons. </p>
<p>“[I'm] hoping to turn it around to where I&#8217;m back being the primary breadwinner.”</p>

<p>‘Take our Daughters and Sons to Work Day’ is a tradition in many places. After all what better way to have iPod listening, iPhone texting kids understand the hardships we go through each day to pay for that crap. However I think that showing them how the things you use each day at work isn’t meant to include a practical demonstration of how a 50,000-volt stun gun works – especially when you are demonstrating using your fellow workers children.</p>
<p>Such was the case with prison officer Walter Schmidt when he decided, apparently with the permission of the children’s parents, to give a practical real life experience by zapping them with the stun gun. This brilliant move resulted in at least two children sprawling to the floor in utter pain and burns on their arms. There was one child that ended up in the hospital as well.</p>
<p>Needless to say Schmidt, a 14 year veteran prison officer, is no longer employed by Florida Corrections, who has ordered an investigation into the whole matter.</p>

<p>Sunshine <a title="AT&amp;T Launches Child Locator Service With Virtual Earth" href="http://www.liveside.net/main/archive/2009/04/18/at-amp-t-launches-child-locator-service-with-virtual-earth.aspx">over at Liveside has news</a> of a new service from AT&amp;T called <a href="https://familymap.wireless.att.com/finder-att-family/welcome.htm">FamilyMap</a> that aims to help parents keep track of their kids in real time, as long as they have a cellphone that is. The only phone service that doesn’t support FamilyMap is the PrePaid or Go services.</p>
<p>The idea behind FamilyMap is that once you log onto the service’s web site, using a PC or mobile device, you will be able to see your child’s whereabouts via a Microsoft Virtual Earth map. As well there is a Bird’s Eye view the location of where your child is. Additionally you can sign up for alerts at specific times to let you know where your child is.</p>
<p>The service is free for the first 30 days but after that you can look to fork over $14.99 a month to keep using it. You can also locate up to 5 family members which could make for some rather interesting dinner time discussions.</p>

<p>There is a growing group in the United States that is facing an increasing number of charges for creating and distributing pornography and contributing to child abuse but it isn’t who you think it is. As exampled by three cases going to trial in Pennsylvania this section of our society is our very own children. These type of charges are all being based around something that is getting the catchy buzzword of – sexting and it would appear that it is more of a common practice among young girls than we realize.</p>
<p>For those of you who might not know what sexting is here’s a quick little primer. Sexting is the act of taking a picture of yourself nude or semi-nude with your camera phone and then sending that picture to whoever you want. Normally this is suppose to be only between dating partners but as the case of the young girl in Cincinnati who hung herself after the picture she took of herself made it past her boyfriend and was spread around the school it can end up getting out of control.</p>
<p>Now I am pretty sure we all agree – at least those of us who are parents – that this isn’t exactly what we would like our little girls; or boys, to be doing but does this mean that they should be charged and prosecuted as child abusers and pornographers? An action that will end up with them having a felony conviction on their record for life and not just any felony but that of being a sexual offender.</p>
<p>Well this is what District Attorney George P. Skumanick in Pennsylvania wants to do to three girls who were caught sexting after their camera phones were confiscated by their school during an investigation by the school after boys at the school were caught with pictures of girls who had been sexting them.</p>
<blockquote><p>At issue in the Tunkhannock case are two photos depicting the three girls. One photo of Marissa Miller and Grace Kelly shows them two years ago at age 13 lying side by side while one talks on the phone and the other makes a peace sign with her fingers, according to the ACLU complaint. The two are photographed from the waist up and are wearing white opaque bras. A second photo shows a girl referred to in the court document as &quot;Jane Doe&quot; photographed outside a shower with a towel wrapped around her waist. Her breasts are bared.</p>
<p>Last year, Tunkhannock school officials discovered that male students had been trading these and other photos on their phones. Officials confiscated the phones and turned them over to county prosecutors who began a criminal investigation.</p>
<p>Skumanick then threatened to charge the three girls with producing child porn unless their parents agree to place them on a six-month probation and send them to a five-week, 10-hour education program to discuss why what they did was wrong and what it means to be a girl in today&#8217;s society. The girls also must agree to subject themselves to drug testing.</p>
<p>Skumanick told an assembly of students that possessing inappropriate images of minors could be prosecuted under state child porn laws. Anyone convicted under the laws faces a possible seven year sentence and a felony conviction on their record. Under a state sex offender law, they must also register as a sex offender for 10 years and have their name and photo posted on the state&#8217;s sex offender website &#8212; the latter requirement will include juvenile offenders when the law is amended later this year.</p>

<p>Granted these type of actions might not be the smartest thing for girls to be doing but I find the threats and bullying of the District Attorney far more reprehensible than anything these kids have done. The fact is that the world our children are use to to isn’t the same one we are living in. For them there is nothing wrong in what they have done – their world has a different set of morality judgments being made, just as mine or yours were different than our parents.</p>
<p>Should the kids be spoken to about the danger of what they are doing – from our points of view; which is radically different than theirs – you betcha but that is the responsibility of the parents not something that some dickhead looking for re-election an a couple of months can make headlines out of. As far as I am concerned Skumanick has abused his position of power by literally blackmailing parents into forcing their children into state sanctioned behavior training.</p>
<p>According to <a href="http://blog.wired.com/27bstroke6/2009/03/aclu-sues-da-ov.html">the Threat Level post</a> the ACLU has stepped in to defend the three girls and their parents as well as filing a lawsuit against the District Attorney</p>
<blockquote><p>The ACLU of Pennsylvania is representing the girls and their parents. In its lawsuit &#8211;&#160; filed in U.S. District Court for the Middle District of Pennsylvania &#8212; the organization charges that the prosecutor violated the girls&#8217; First Amendment rights. The lawsuit says the photos do not constitute child pornography under Pennsylvania&#8217;s criminal code since they depict no sexual activity and do not display the pubic area of the girls&#8217; bodies.</p>
<p>&quot;Skumanick&#8217;s threatened prosecution chills Plaintiff&#8217;s First Amendment right of expression, causing them concern about whether they may photograph their daughters, or whether the girls may allow themselves to be photographed, wearing a two-piece bathing suit,&quot; the ACLU wrote.</p>
<p>The lawsuit also claims the demand that the parents agree to place their girls in an education program violates the parents&#8217; Fourteenth Amendment rights to direct the upbringing of their own children.</p>
<p>According to the ACLU filing, Skumanick told Miller&#8217;s parents that the photo of their daughter constituted child pornography because she and her friend were posed &quot;provocatively.&quot; When lawyers for the parents asked for a copy of the photos that would be used to charge their children, Skumanick reportedly refused on grounds that he would be committing a crime by sharing child porn.</p>

<p>Personally I think the DA should hand in his resignation and let parents get back to being parents; or perhaps he should be far more diligent in sending actual pedophiles to jail instead of making political hay out of natural childhood curiosity and exploration.</p>

<p>As China rushes head long into the modern world it finds itself combating the effects of that modern society. Effects that are having a profound effect on the people of the country as well as the government. An example is held in a report released by China’s National Population and Family Planning Commission (NPFPC). It appears that the umber of newborn children in the country are suffering from birth defects. This is happening in both the rural and urban areas of the country.</p>
<blockquote><p>According to Hu Yali, a professor at the Affiliated Drum Tower Hospital of Nanjing University, environmental pollution accounts for &quot;10 percent of the causes&quot; of physical defects in Chinese infants.</p>
<p>&quot;Our research shows that chemical waste pollution has been the main factor to influence the health of pregnant women and their babies in some areas,&quot; she was quoted as having said by Takungpao.com.</p>
<p>China&#8217;s coal-rich Shanxi province, a center of noxious emissions from large-scale chemical industries, has recorded the highest rate of birth defects, NPFPC said.</p>
<p>&quot;The problem of birth defects is related to environmental pollution, especially in eight main coal zones,&quot; said An Huanxiao, the director of Shanxi provincial family planning agency</p>

The problem is that they are using their parents stored info to do it with. This works out to almost one million kids who are using their parents credit card info that is stored in cookies on home computers to do their shopping online.</p>
<p>The children are spending an average of $48US (£25) for every illegal purchase but 5% of the kids are forking over $110.00 (£75) to $221.00 (£150) of their parents money. The research also showed that about 70 percent of the UK children know where their parents go shopping online and a further 20 percent know all the usernames and password their parents use.</p>
<blockquote><p>Parents are in the dark when it comes to their kids behaviour as only 2 percent  think their children would make online purchases without their permission and  only six percent admitted their kids have access to their credit card details.  However, with 44 percent of parents book-marking their favourite online shopping  sites and a third saving their bank card details online, they&#8217;re making it very  easy for their children to buy online without their knowledge.</p>
