No, Harry Potter would be a rip-off of Lord of the Rings, if anything. Tolkien's work came way before. However, both are from England, and both pool from the much of the same mythology, such as Elves, Trolls, ect.

….the lord of the rings came out in the thirties, long before Harry potter was even a thought. You should do your research before calling brilliant minds like Tolkien a stupid idiot. It makes you look bad.
