Boston Shooting: Court Documents Reveal Usaamah Rahim Plotted To Behead A Man, Decided Instead To Target ‘Boys In Blue’


Usaamah Rahim, the man shot and killed Tuesday after waving a knife at law enforcement officers, originally planned to behead a person outside Massachusetts, but instead decided to target the “boys in blue,” according to court documents obtained by CNN.

The court documents reveal that Usaamah Rahim, who is believed to have been influenced to act by ISIS and other extremist influences, told an associate that he was “going to… go after them, those boys in blue. Cause… it’s the easiest target.”

The FBI affidavit filed in court says Usaamah Rahim initially planned to kill a person outside the state, possibly by beheading them “like thinking with your head on your chest” — which apparently references the practice used by some terror organizations to place the dismembered head of a victim on their chest for propaganda videos. The documents show that Usaamah Rahim later abandoned that plan.

On Wednesday, Usaamah Rahim’s associate and co-conspirator, David Wright, 25, appeared in U.S. District Court in Boston on charges of conspiracy and other terrorism-related charges.

Wright allegedly attempted to destroy Usaamah Rahim’s cell phone and conceal evidence of their plans, according to the documents.

Despite recent reports, Usaamah Rahim was not on the phone at the time of the shooting and was not shot in the back, confirmed Darnell Williams, president and chief executive of the Urban League of Eastern Massachusetts, during a news conference with the police commissioner and other authorities.

“What the video does reveal to us very clearly is that the individual was not on the cellphone, the individual was not shot in the back and that the information reported by others that that was the case was inaccurate.”

According to Oklahoma’s NewsChannel 4, Imam Abdullah Faaruuq, speaking for the Muslim community, conceded that he doesn’t believe Usaamah Rahim was shot in the back, but said the video was inconclusive.

“I don’t think that he was shot in the back…. However we couldn’t see clearly at all. It was very far away. We can’t be clear as to what transpired. We can’t say what happened. We weren’t there. We do see a very vague video that is not clear as to what transpired. It wasn’t at a bus stop. He wasn’t shot in the back and there is not detail enough on the video to tell us exactly what happened.”

Boston Police Commissioner William Evans defended the police officers response, saying the surveillance video shows four or five officers approach Usaamah Rahim without their weapons drawn, but take action when Usaamah Rahim wields the knife “close enough to cause imminent harm.”

“We never anticipated what his reaction would be and that he would pull out… a military knife and approach the officers.”

Usaamah Rahim had been the subject of a terror investigation involving suspected Islamist extremists, Boston Police Commissioner William Evans also revealed.

“We believe he was a threat. He was someone we were watching for quite some time.”
