Obama Administration Issues Internal Memo To Allow Non-Citizens Into US For Ebola Treatment


A Capitol Hill source released a memo from the Obama administration, revealing a plan to allow non-U.S. citizens into the United States to be treated for Ebola. The memo, prepared by the State Department, was released to Fox News and is marked as “sensitive but unclassified – predesicional (sic).”

Fox News released the memo on their website for the public to read. The memo states that the purpose is to allow non-citizens to enter the United States for Ebola treatment.

The recommendation is that the Department of Homeland Security creates a “system for expeditious parole of Ebola-infected non-citizens into the United States as long as they are otherwise eligible for Medical evaluation from the Ebola infected countries…”

The memo goes on to state that the United States should be in a role of leadership, and by allowing the Ebola infected victims into the United States, the country can ensure sterile and sanitary means for which to treat the patients.

“The United States needs to show leadership and act as we are asking others to act by admitting certain non-citizens into the country for medical treatment for Ebola Virus Disease (EVD) during the Ebola crisis.”

Despite the claim that the memo is real, the State Department has denied allowing Ebola-infected individuals into the United States for treatment. Rather, they are issuing the memo to allow use of U.S.-owned planes to transfer Ebola patients to the countries that they originate from. A State Department official responded to Fox News to further explain.

“There are absolutely no plans to MEDEVAC non-Americans who become ill from West Africa to the United States. We have discussed allowing other countries to use our MEDEVAC capabilities to evacuate their own citizens to their home countries or third-countries, subject to reimbursement and availability. But we are not contemplating bringing them back to the U.S. for treatment.”

The unnamed official went on to condemn the allegations of allowing non-citizens into the U.S. as being “completely false”. However, the memo does state that the United States would be the “logical” destination for some non-citizens.

“There will also be cases where the United States will be the logical treatment of non-citizens”

The memo does define those cases as including non-citizen employees of U.S. agencies and programs, and not necessarily a random individual who is diagnosed.
