Wisconsin Man Charged With Using A Shock Collar On His 7-Year-Old Daughter


A Sheboygan, Wisconsin, man is behind bars after allegedly placing a shock collar on his 7-year-old daughter and shocking her with it.

According to the Sheboygan Press, 28-year-old Zachary A. Kacmar is facing charges of “felony physical abuse of a child-intentionally causing bodily harm.”

Police say that on September 10, officers responded to a call made by Kacmar’s wife. Mrs. Kacmar alleged that Zachary had put a shock collar on his daughter’s neck on August 30. She did not witness the shock collar incident, but said she learned about it when her daughter came upstairs crying.

She saw a wound on her daughter’s neck that looked like one a shock collar might make and took a picture of it, but Kacmar tried to erase it. She waited to report the incident because she didn’t want her husband to get into trouble. However, after speaking to her pastor, she decided to call the police, according to WLUK.

Kacmar initially tried to deny using the shock collar on his daughter, saying that she did it to herself because she wanted to know what it felt like. However, he later admitted that he put the shock collar on her, and was apparently distraught when it hurt her.

“[He was] so upset and so surprised that it actually shocked her that he took it off her right away.”

According to People For The Ethical Treatment Of Animals (PETA), shock collars are cruel devices to use on dogs.

Dogs wearing shock collars can suffer from physical pain and injury (ranging from burns to cardiac fibrillation) and psychological stress.

Though intended for pets, dog shock collars can be extremely painful and dangerous for humans, too. In this video, beginning at :57, you can see a shock from a dog shock collar cause a 250-pound man to drop to the floor.

This is not the first time that a dog shock collar has been a part of a child-abuse case. Last fall, a Connecticut couple was arrested for forcing a 9-year-old girl to wear a shock collar, according to this Inquisitr report.

If Kacmar is found guilty of placing a shock collar on his daughter, he will be facing up to three years in prison, and up to a $10,000 fine.
